Проект системы пенсионного обеспечения престарелых, выдвинутый в 1933 врачом Ф. Таунсендом [Townsend, Francis Everett]. Предусматривал выдачу всем лицам старше 60 лет, прекратившим работу, ежемесячного пособия в размере 200 долларов за счет поступлений от федерального налога на продажи [national sales tax], которое должно было быть израсходовано в течение месяца и тем самым вновь вложено в экономику. В 1934 было создано объединение местных клубов под названием "Возобновляемый фонд пенсий по старости" [Old Age Revolving Pensions, Ltd.] - общественное движение, названное по имени основателя движением Таунсенда [Townsend movement], уже через два года насчитывало 7 тыс. отделений с общим числом членов в 1,5 млн. человек. Популярность плана Таунсенда способствовала принятию в 1935 Закона о социальном страховании [Social Security Act]
